eyelid options to control / bias the movement of upper vs. lower

I find in my puppets that I don't need the lower eye lids to move as much as the upper eyelids. I'd like a way to control the eyelid strength independently or perhaps a knob/slider to control the bias of how much each moves.

    Or perhaps a bias control for open vs. closed. For instance, have a curve or ease in on the closing action but more aggressive opening so it'd be easier to go wide-eyed without worrying about closing too far. I suppose I can just add it as a cycle animation.
